Too late for this in-plane phone service...
It certainly does make using the phone much cheaper -- 10 cents vs 4 bucks. You can even just sign up to use at and it'll then be 69 cents, the standard roaming fee (same thing they charge to roam into South Korea, for instance).
The problem with this, however, is that airlines seem to be removing and/or disabling in-plane phone service. Which is too bad, because I'd definitely consider using this at such a low cost compared to the normal fees. Not only that, but since you can make yourself available it seems that it'd be incredibly valuable to many professions.
Will this mark the recovery of seat back phones? We'll see... if in-plane networks come alive and for cheaper, the use of IM would be easier and more private. Planes are very much not private for voice conversations.
